Retired from Police Squad, Frank Drebin is pulled back into action when a terrorist threat puts the Academy Awards in danger. To uncover the plan, he goes undercover in a state prison and tries to learn what top terrorist Rocco is preparing for after his escape. As Frank returns to police work, his marriage to Jane faces its own pressure as she longs to have a baby.
