A scanner with dangerously powerful telepathic abilities uncovers a conspiracy inside the city government. Corrupt police commander John Forrester is recruiting other scanners to help him seize control of the city, using their abilities as weapons in his campaign for power. As the plot grows, the scanner is drawn into a fight against renegade forces determined to impose a new order.
